The effects of low altitude or ultra-low altitude penetration on radar performance include terrain occlusion, multipath effect and strong surface clutter. Radar anti-low altitude penetration measures are:
1. Design a low-altitude surveillance radar with excellent anti-clutter performance;
2. Development of over-the-horizon radar using ionospheric refraction characteristics;
3. Increase the height of the radar platform to increase the horizontal line of sight of the radar and extend the warning time;
4. Give full play to the advantages of radar groups to deal with low-altitude penetration flight targets.
